(1) The Commission may make and issue guidelines necessary for the smooth operation of its work.
(1a) The Government of Nepal may formulate and issue necessary guidelines in consultation with the Commission for the effective implementation of the right to information. (2) The guidelines issued in accordance with sub-rule (1) or (1A) shall be publicly published.
